About Cleared to Care

What is Cleared to Care?

Cleared to Care is UK software for care providers that handles recruitment, CQC pre-employment vetting, workforce compliance and staff training in one place. Applicants complete an AI screening interview on their phone, then every Regulation 19 / Schedule 3 check is collected, verified by the provider's team and kept as an inspection-ready evidence pack. It is free for care workers and run by Frankton Group Ltd.

Who is it for?

Care providers in the UK: home care (domiciliary care), care homes, nursing homes, supported living, mental health services and care staffing agencies — from a single service to care groups.

Who runs Cleared to Care?

Cleared to Care is a division of Frankton Group Ltd (company number 10718480), based in Brentwood, Essex. It was built alongside a working UK care provider.

Recruitment and vetting

Does it cover CQC Regulation 19 and Schedule 3 checks?

Yes. It collects and records each Schedule 3 check — identity, right to work, a full employment history with gaps explained, references including conduct in previous care roles, the DBS check, qualifications and a health questionnaire — with a person on your team verifying each one. Everything is kept as an evidence pack you can show an inspector. Your organisation remains responsible for its recruitment decisions.

Does the AI decide who gets hired?

No. The AI interviewer asks the questions and produces a score and summary, but your team reads the answers, verifies every check and makes every decision. Nobody is rejected automatically.

Can applicants do the interview on their phone?

Yes. It works in any modern phone browser with nothing to install, and applicants can speak or type their answers. Reminders go by email and text message to people who haven't started or finished.

Do we still need our own DBS provider?

Yes. Cleared to Care records and evidences the DBS check and works with your existing DBS arrangements. For staff on the DBS Update Service it can check the certificate status automatically each month, with their consent.

Can we advertise jobs and have a careers page?

Yes, on the Growth and Group plans: job adverts (which can be written with AI), a branded careers page, listing on the Cleared to Care jobs board and structured data so adverts can appear in Google's job search.

Can we send contracts and policies for signature?

Yes. Offer letters, contracts and policies can be sent for electronic signature; each signed PDF carries a certificate showing who signed, when and a fingerprint of the exact document.

Staff compliance and training

Does it track ongoing staff compliance?

Yes. It tracks expiry and renewal dates for checks and training, sends reminders, and produces a workforce compliance report. A managed compliance add-on, where the Cleared to Care team chases and checks files for you, costs £2 per active staff member per month.

Does it include staff training?

Yes. It includes e-learning courses for care staff (such as safeguarding adults, infection prevention and control, moving and handling theory, fire safety and medication awareness), records external training, tracks Care Certificate progress and issues certificates. Each course is signed off by two reviewers — an education reviewer and a care practice reviewer.

Can we move our staff records from another system such as ME Passport?

Yes. Staff can be imported from a spreadsheet or another system's export, including ME Passport, and care workers can bring their existing passport details into a free Cleared to Care account. Help moving existing records is included on the Group plan.

For care workers

Is Cleared to Care free for care workers?

Always. Care workers never pay to apply, interview, train or keep their passport, and they choose which employers can see their checks.

What is a care worker passport?

A free Cleared to Care account where a care worker keeps their checks, training and work history, so they can share them with a new employer instead of starting from scratch.
